Often this is caused by an older, weak brake pedal return spring.

When weakened over time, this spring doesn't have the resilience to pull the brake pedal back enough to open the brake light circuit. That circuit's switch is mounted directly to the brake pedal assembly.

This spring likely needs replacement.
