The electrical switch that turns the reversing lights on and off is stuck or broken in the ON position.

Locate the switch somewhere around the shift linkage and free it up by removing dirt or un-jamming it.

Or, it may -- likely -- need to be replaced. These switches sometimes get bent or sometimes the plastic plunger-type part jams and breaks.
